The steps for creating a pop art Warhol effect in Photoshop are:

1. Cutout the photo from the background
   
2. Create 3 separate copies of your photo
   
3. On the first copy from the Filter Gallery > Artistic apply the Photoshop filter Poster Edges
   
4. On the second copy apply the filter Sketch > Photocopy and change the blending mode to Multiply
   
5. For the third copy add a Gradient Map adjustment layer with only black and white hard limited in the center and switch it to Multiply
   
6. Create a new layer aboce the Poster Edges layer and with a hard brush draw the hair with yellow, lips with red and use a blue for the eye shadows
   
7. As a last step, apply a halftone texture
